Parabellum is the philosophy of Dark Horse Political. It is the discipline of preparation — the refusal to rely on hope, the insistence that every campaign is won before the first engagement, and the conviction that a candidate who has prepared properly does not need to improvise under pressure because they have already decided what the answer is.

Every piece of our methodology is an expression of Parabellum. The phased campaign structure. The six-element narrative framework. The communications doctrine. All of it is pointed at the same outcome.

The Constitution is the employee handbook.

The United States Constitution is the employee handbook of the federal government. Each state constitution is the employee handbook of the state that ratified it.

The citizen is the employer. The elected official is the employee. The role of government is to defend the liberty, the life, and the property of the citizen — and that role is the entirety of the job description. Every power the federal government has was explicitly granted to it by the people, in writing, in the document that created it. Every power not granted was retained by the states and by the people. The framers were not ambiguous on this point.

When a public servant exceeds the authority granted to them in the handbook, they are not governing. They are violating the terms of their employment.

Every Dark Horse Political campaign begins with this understanding. Our clients are not running for office to accumulate power. They are running to return power to the citizens whose rights were delegated to the government in the first place — and to hold accountable the employees who forgot whose building they were hired to work in.

This is the job. The rest is tactics.

The opening statement of WIN. is three words:

Politics is sales.

It is nothing more and nothing less. A campaign is a sales process. An election is the transaction. The voter is the buyer. The candidate's job is to close.

This sounds reductive until you watch a campaign fail because it forgot. Campaigns lose on correct positions every cycle. Campaigns win on incorrect positions every cycle. The determining factor is not whether the candidate is right. The determining factor is whether the candidate can close the voter who will decide the race.

Good positions that cannot close are a hobby. Good closing wins elections.

Every campaign moves through a defined sequence of phases.

Each phase has its own audience, its own goals, its own voice, its own tactics, and its own failure mode. What works in Phase 2 will fail in Phase 4. A candidate who is strong in the early phases but not trained for the late ones will collapse exactly when the race is won. A candidate who is trained for the late phases but has not done the work of the early ones will not survive long enough to use the training.

The most dangerous moment of any campaign is the gap between Phase 2 and Phase 3 — a place we call the Pit of Despair, and which has its own chapter in the book. Most campaigns that fail, fail there. Ours do not, because ours are prepared to cross it before they enter it.

Preparation, again. Parabellum, again. The engine beneath every campaign we run.

Two paired tactical doctrines.

Every campaign is a series of exchanges between the candidate and everything that moves against them — opponents, press, the party, the opposition research file, the unexpected moment that arrives on a Tuesday afternoon and demands an answer by Wednesday morning.

Dark Horse Political runs those exchanges on two paired tactical doctrines:

Punch. Pivot. Communicate.

We strike first when the terrain permits. We pivot immediately from the strike back to our own message, refusing to linger on the exchange. We communicate what we came to say in every frame the opponent gave us by reacting.

Counterpunch. Pivot. Communicate.

When struck, we counter — harder than the opening punch, timed to land after the opponent has committed. We pivot back to our own message before the opponent's team has finished its internal after-action. We communicate what we came to say before anyone else has recovered.

The difference between a campaign that wins communications and a campaign that loses communications is not who is faster. It is who has prepared the sequence in advance. Parabellum.

Every campaign tells a story.

Every campaign tells a story, whether the campaign knows it or not. A story that is not deliberately constructed will be constructed for you — by your opponent, by the press, by the donor class, by the voters who are trying to make sense of what you are.

The discipline is to construct it yourself, before anyone else does.

Every campaign narrative Dark Horse Political runs contains six elements, in order:

A threat or an opportunity.

The condition the race is responding to. What is at stake.

Fear or hope.

The emotional frame the voter carries into the decision. Which one you can honestly engage.

A victim.

The people harmed by the threat, or the people denied the opportunity. The humans whose lives depend on the election going right.

A villain.

The adversary. Not always a person — sometimes a system, sometimes a policy, sometimes an entire apparatus of indifference. But concrete.

A resolution.

What will be done. The action the candidate will take, the policy they will enact, the correction they will make.

A hero.

The candidate — but not as they are introduced on the stump. As the person the resolution requires. The voter has to believe the hero is capable of the resolution, or the story collapses.

We do not write stories for our clients. We surface the one their candidacy is already telling, and we tell it with discipline.

Authored by the founder in early 2023 — the year artificial intelligence first became useful for real work, and the first tool the founder used in its production.

It is the only political consulting book of its kind. Most consultants protect their frameworks. We published ours — at least, the portion we are willing to publish.
